Non Tariff Barriers
Imports are subject to a licensing system and some products are prohibited to import.
Customs Duties and Taxes on Imports
According to the latest data available from the World Bank, the effectively applied tariff weighted average for the Syrian Arab Republic is 7.23%.
Customs Classification
The Convention on the Harmonized System came into force in the Syrian Arab Republic on January 1st 2009.
Import Procedures
In order to be cleared, all imports to Syria should be supported by the following documents:
•    3x Original Bills of Lading + 3x copies
•    1x Commercial Invoice
•    1x Packing List
•    1x Certificate of Origin
•    Specific certificates (where required by the nature of goods).

After the safe berth and discharge of the cargo, the manifest registration will be accomplished. The Department of Agriculture or the Department of Industry (depending upon the nature of the cargo) and the Department of Internal Trade may inspect the goods to make sure of the complete matching with the Syrian standard specification.
The cargo may be cleared from the port after settling any custom taxes and duties.

Importing Samples
The Syrian Customs authorities allow commercial samples to enter the country. These samples must be re-exported within six months.
Syria is not a signatory of the ATA Carnet convention.
